leadership at one time meant muscles; but today it means getting along with people - Mahatama Ghandi

What is this course about?

The global development community has been paying increased attention to the role of rigorous impact evaluations in recent years. This course is a considered blend of theory and practice to support better on-the-ground evaluations. Participants are carefully and systematically introduced to the concepts behind rigorous impact evaluations: the counterfactual question, control groups, sample frames, bias and sampling methods, etc. Groups are then presented information to build their own evaluation designs. We then move to understand good questionnaire design, with groups designing and justifying their own questionnaires. Practical vocational considerations, such as drafting evaluation terms of reference, management of surveys, quality control techniques, and database entry options are covered. Finally, the participants will learn about the presentation and interpretation of results, and ways to disseminate important research findings.

Participants

Professionals who are involved in formulating, managing or monitoring interventions and/ or prepare, supervise or participate in impact evaluations.

Course Objectives

To understand the nature and importance of rigorous impact evaluations, and other aspects of quality evaluation efforts. Beyond understanding, also to gain practical knowledge about designing and managing such tasks.

Course Highlights

  • Introduction impact evaluations: why bother?
  • Developing your own evaluation methodology and terms of reference
  • Team work to critically review example evaluations
  • Developing your own survey questionnaire
  • Understanding the role and types of qualitative impact research
  • Introduction to cost-benefit analysis for impact

Meet your trainer

Dr. McCarty has a PhD in Economics & has been working & living in Asia for over 20 years. He has extensive knowledge of development project, programme and resource management in Asia. He was team leader in many assignments on monitoring & evaluation and impact evaluations and has worked with many international donors in Asia and the rest of the world.

“After decades of seeing so many poorly designed and poorly managed impact evaluations, I am really excited to lead the design and teaching of this course. Academics talk about evaluation “gold standards”, but in the field we are closer to the stone age – this course will raise the quality of the “typical” budget-constrained evaluation design and hence outcome.”Dr. McCarty

Since the inception of the 1st USLS in 2010, Humanitarian Affairs has partnered more than 500 of the World’s leading Universities, many are listed by The Times Higher Education World University Rankings or QS World University Rankings. Held annually in a developing country in the Asia Pacific region, more than 3,300 emerging young leaders from more than 60 countries have undergone this international event.
